ftp.ripe.net is the official RIPE NCC FTP server, so the source host is legitimate and not a personal/unofficial mirror. However, two real concerns remain: (1) sha256sums=('SKIP') means there is no integrity verification whatsoever — if the RPM at that URL were replaced or MITM'd, the package would silently install malicious binaries; (2) the package extracts and installs prebuilt x86_64 binaries and shared libraries from an RPM directly into /usr/local/bin and /usr/local/lib without any source build, meaning arbitrary native code is executed with no reproducibility guarantee.
